The plan specifically focuses on the pathogen, but recognises that the introduction, spread and economic impact of the disease will depend strongly on the presence of one of its main vectors, the glassy winged sharpshooter (Homalodisca vitripennis). A separate contingency plan has previously been prepared by Plant Health Australia (2009) for glassy winged sharpshooter and is referenced where appropriate in this contingency plan
